Our comprehensive small, minority and women owned business program begins with a clear and concise statement of our commitment and policy. Listed herein are the steps of our process to implement this policy as an important part of our overall operations.

 

BIDDING - Our Vice President of Operations is responsible for our bidding process and our MBE Participation Program. We will evaluate each project to determine the best opportunities for subcontracting. In an effort to increase participation we will advertise with local trade associations and in minority publications when necessary. 
 
TRACKING - Harper’s goal is to ensure that small, minority, and women owned businesses are given competitive opportunities to provide services or products to meet our needs. We will maintain a list of bona fide small, minority and women owned enterprises and we will make good faith efforts to solicit participation from qualified firms.
 
MENTORING - We encourage the development of mutually beneficial business relationships with small, minority and women owned businesses. Historically Harper has been supportive of such businesses and we have worked to encourage and guide firms to assist them in gaining knowledge and experience in subcontracting. Several individuals we have mentored have successfully formed their own contracting business.
 
REVIEW - We will regularly review this program and make changes as necessary to ensure its effectiveness.
